How will I know if/when SIM card has been shipped?
Order was placed Dec 02 and expected delivery date was Dec. 11.

From the date you activate the sim, so the clock hasn't started yet.

Does the first month of a new subscription begin counting down toward zero days remaining, from the time the order is placed or from the date the SIM card is activated?

@LS54 Message them to ask for a $5 refund because the sim never arrived, and then you can just go buy your own.
As for switching plans mid activation, I'm not overly familiar with that process but I suspect your first month is already locked into that plan, but as soon as it's active you should be able to schedule a plan change to the newer version of it, but schedule it for the next renewal date. But make sure you get a sim and complete the activation process before that plan expires on December 31st.

@ORNGNBLK The Canada Post strike was already well under way at that point. It started November 15th, and on November 25th Public Mobile confirmed they were using Purolator to ship sim cards.

When I contact @CS_Agent will I be able to upgrade the as of now un-activated current 50GB plan to 75GB and at the same time ask for the $5 refund for the undelivered SIM card?

the Canada post strike may have affected this, as the strike commenced only 5 days before your purchase, so I’m not sure PM made courier arrangements that soon. That said, I agree that you should reach out to an agent to get a refund, and then reorder from Amazon or go the eSIM route if your phone is compatible

when your sim arrives in around 3 weeks or so, then you can download the Public Mobile app to self-activate your new account.

At this point is been way too long, so you can probably direct message @CS_Agent and ask for a refund. Then just get another Public Mobile sim from Amazon ($4.99) or from a local Telus, Koodo, or Mobile Klinik store for $10. Alternatively if your phone is esim compatible you can download an esim for free.
Also note that there is a new version of that plan that includes 75GB instead of 50GB, as well as some long distance minutes to countries outside of Canada/US/Mex (for the same price). You may want to try and switch to that at next renewal.
