Many police services now have "safe exchange zones" in their parking lots for exchanging items bought online.

the problem with the blacklist check is that the device can still be blacklisted 2-3 weeks after. it's going to be a gamble either way with the seller. nowadays I would only meet if they have their ID and preferably their house. if they have nothing to hide they will most likely meet at their place

I realize your post is about 3 weeks old and you have not replied to any other posts in this thread, buying phones off Kijiji always requires extra caution and a requirement to do your homework.
Caveat emptor (Let the buyer beware) means check the status of your phone to see if it has been blacklisted anytime you are buying a phone from a private individual. Kijiji and Facebook Marketplace are notorious for scammers and thieves. There are several good sites in Canada to check if your phone is blacklisted. This is one of it:
devicecheck.ca
I have purchased many used cell phones over the last 12-15 years and have 3 key conditions when dealing with private sales:
a) I will not meet you at Tim Horton's or some shopping mall;
b) I will ask a lot of questions and will check your story via any method I know
c) If there is anything that seems fishy, I will just walk away as there are many people who are honest and do not want to scam you.
That's it.

purchasing a device is nowadays is always better to buy from eBay or Amazon and preferably a Canadian version of the device. I have personally purchased 2 devices off eBay from reputable stores and have had no issues. look for "eBay refurbished". unfortunately, the cellphone market for private sales have become too risky to purchase from. the last time I purchased a device off of Craigslist, the seller had the receipt and the phone was bought directly off of the Google store. they also wanted to meet at a police station so that was gave me more confidence in the purchase.

When you bought your phone, did you go to the sellers home? Did it come with the original box. Did you do a blacklist check or any other check possible using the IMEI number. If seller gave the IMEI number did it match the IMEI on the phone?
If no...and you "met up" some where....it was likely stolen and resold quickly and possibly at a price that was too good to believe.

that is a major risk of using kijiji to buy cellphones. Best option is to just get to a reputable retailer and get an inexpensive cellphone to replace yours. Best Buy has a wide range in prices for refurbed phones. I've used them in the past. MobileKlinic has some decent deals too.

Maybe you bought stolen goods 😞
Or seller is just a nasty person who sold you phone and then decided to screw you up. I feel really sorry for you. I would be extremely upset if that happened to me as it looks like your money went down the drain.
I do not know what will be a process to remove phone from blacklist but it might be impossible as you do not have bill of sale and whoever is in charge of blacklist might suspect YOU stole a phone...
I very doubt PM can do anything about your situation 😞

@Pookachu Presumably it is blacklisted because it was reported lost or stolen? Perhaps someone has been looking for it and eventually realized they were not going to find it (I know someone who did that!). Did you check it for blacklisting when you bought it? How long have you been using it on Public Mobile?

Hi @Pookachu
It seems you may have been screwed on your purchase on Kijiji. What kind of phone is it?
