Can you access your account to cancel?
If not, file your complaint with Commission for Complaints for Telecom-television Services (CCTS) https://www.publicmobile.ca/en/bc/ccts

because my internet(telus) has a contract with my phone(koodo), my phone can't move to PM.

I want to cancel.

check here again for the porting eligibility of your number (it is a Koodo site but the result is the same for PM:
https://secure.koodomobile.com/checktransfereligibilityparrot/checkSingle.do

PM is a prepaid provider and usually do not provide refund, but if your issue is your number cannot be ported, maybe they will help out, message PM support and discuss with them

**Monitor your Community inbox (envelope icon on top right) after the ticket is opened.  CS Agent will reply to you there
