I just switch to Public Mobile, I put the settings in for my data, its been a week since I switched and now instead of saying 3G it says LTE and no longer gives internet access. I was previously with Virgin Mobile, my phone is an LG G4.

You may want to contact moderator to see whether they can help.
Have you tried your SIM card in another phone? Probably still an issue with the setting on your phone since your data now works, but it is possible that it is Public Mobile service issue.

I checked this website for your phone APN setting

I did notice one difference:
MMS Proxy: 74.49.0.18
Not sure whether that will make the difference.

After a factory reset it has not fully resolved the issue, data works for apps and internet browsing but not MMS.

@AUserHasNoName, can you edit your APN settings? If not, can you add another one?
Your APN type is wrong. You need to add at least the following:
default,mms

It does say that I have 4.5GB Data on my plan, my data worked for a day or two after switching. MMS does not work, some apps do work and others are really slow or don't work. There are no restrictions in my settings turned on. My APN settings do not show everything you listed, I have APN settings as follows:

Everything else works fine, and my data worked fine for the first day or two after switching.

Before factory reset try network setting reset.
If you show LTE that should mean I think you are getting data network
Does the data add-on appear in self serve?

3G is actually 4G / LTE but the speed is throttled so regardless if you have a 3G plan or LTE plan the network icon will be the same unless you go into network settings and select the 3G network operator
Turn air plane mode ON then OFF. Do you have another phone to try your sim card in to see if data is working? Has data every been working? Have you tried data on more than 1 app, have you confirmed you have no local data restrictions / firewall settings? Go into mobile data usage under settings and make sure you have not used your local "data limit" and there are no network restrictions
Go into network search and try reconnecting to the network and make sure LTE is set to preferred (even if you have 3g)
Does MMS work? (Not SMS) MMS uses data
Make sure your data plan is active in self serve and shows under "My Data & Add-ons"
The first thing to check is your APN. It is the most common problem regarding data not working.
