Hi I purchased a plan less than 24 hours ago and I need to contact someone to get a refund, as I want to cancel it and not be charged since I haven't activated it yet and it is still being processed

It's more than that. Companies are supposed to handle problems with their customers - in this case, where the service paid for cannot be provided because activation was not completed. A chargeback is an actual dispute, where you are effectively accusing the company of wrongdoing when talking to your bank. They happen, and in small quantities aren't a concern, but my understanding (from dealing with some work things I can't go into here) is that credit card companies monitor the number of chargebacks a company ends up with, and if it's too high, they start raising the credit card (interchange fee) for that vendor.
So yeah, it's really odd that PM even suggested a chargeback. My guess is that the CS agent was sympathetic but had policy barriers in the way.
In any case, it seems like that would be the next step.

Ohhh, I get it now. I didn’t know that you can subscribe to a plan without the SIM.
In this case, I agree that the OP should have the option to get a refund.

Agreed, and ultimately it can backfire on them. If they get too many chargebacks because of this, they run the risk of having to pay higher credit card fees. Oh well...

A CS agent has refused the refund?

@BKNS27 PM is trying to sell the sim card on the "spot" if you don' have one on hand. Great idea, they just need to make sure the sim card are shipped within reasonable time, like Amazon Prime 🙂
I forgot if you can choose to pickup instore instead. If so, this idea is not that bad actually from a business point of view. People change provider these days as a implusive buying. So, the system allows PM to lock down a customer first and no need to worry the interest of activation dies down because of the absence of the sim card. Again, PM just needs to make sure the sim cards are delivered shortly

@dust2dust wrote:@BKNS27- It is confusing. And silly. The system will let you sign up and choose to order a sim and choose a plan...and pay for it all up front. Then you get the sim and need the app to complete. It has been said by others surmising the reason that maybe it would be good for picking up a promo in the time limit. Then you wait for the sim and complete and use the service.
That makes a lot of sense - not everyone wants to activate a SIM at the moment they activate a plan. Having said that, PM should absolutely be willing to offer a refund in the case of an activation failure - if for no other reason than stopping someone in that position from disputing the charge. Agreed, the OP should ask a CS agent to see if they'll do the refund.

I am confused, if you didn’t activate your SIM. You shouldn’t be charged.
You will be charged once the SIM is activated and payment is completed through the PM app.

@garden5000 PM is a prepaid service so you may not get a refund but it doesn't hurt to ask. Try contacting the CS Agent here via DM and watch your community inbox for their reply.
