I am trying to help a friend set up public mobile...it's saying something about a new device and keeps sending a verification code to an old phone number to get full access and we can't get the code from there....

Are you setting it up on the PC or phone?

If you're on the PC, click on the line that reads DIDN'T GET THE CODE? hit it a few times until the next window pops up and it will give you the choice to send to the email they signed up with. If he's still having issues, here's a write up I did on how to do it on the app on the phone.

How to receive 2FA code via Public Mobile Phone app

Download the app via WiFi and sign in using the email you signed up with.

Click on the Didn’t get the code? Before you do though, check the box on This is a trusted device so you never have to be asked for the 2 step again on the phone.

The next window that comes up is this.

You can choose either Send Email which will go to the email you registered with or Send Voice Message meaning it will call your number and ask you to push buttons. Choose email and the code that is sent to their email, do not cut and paste, enter it using the keypad. 

Then when it's back to normal, he can go to his profile on the phone and change the phone number the 6 digit code is sent to. Then when he tries to use the PC to do it, the code will go to his proper number.

Do they already have an account or is this a fresh account? Sounds like you’re running into the Two Factor authentication for an existing account. You should be able to hit didn’t receive code and then select to receive the code via email if you are accessing an existing account. 

If they are porting a number they will need to keep their old sim active in order to reply to a text authorizing the number port. Once the number is ported, the old account will automatically be closed.

If you're porting a number from another provider you need to keep the old sim in the old phone until you receive the text asking to to authorize the port. You have to respond to that text within 90 minutes.
