On August 9,  I tried purchasing 1GB Data using text message.
After purchase, I was not given access to purchased data. 
The purchase did not seem to work.
However, I noticed today that I was billed 17.25$ for the extra data, even though I was not given access to it.

If you explain the situation to the Customer Support Agent they'll be able to either manually apply it to your Account from the backend. 

Alternatively, if they are unsuccessful I believe they'll refund you with 'Available Funds' in your Account so you can reattempt the Purchase again. 

Within your My Account 'Payment History' does it shoe this charge as well or only on your Credit Card Statement?

I'd recommend using the App for everything, including Puschasing Add-ons to avoid issues like this.

add also note data add on now expire 30 days after purchase . Might consider switching plans for next renewal for the 20GB for $39 @Cell_à_Noé
