I'm unsure if such a device exists that is compatible with but technologically incapble of using data at Public Mobile. You'd have to go back about 25 years to find widesspread devices that aren't capble at all to use data (or even text messaging). Even some very old devices that can use the HSPA network (maybe even some only capable of UMTS) had WAP browsers on them.

PM plans all comes with data options. You can go to Telus and get the $100/year plan for just calling and texting.

This works out to be $8.34/month but you need to pay the $100 upfront for this prepaid service.
