I cant make a phone call in the USA I bought and add on, i can text and use the dqta but no phone calls
I see public is using ATT as its provider down here in Washington state, do i need to have a 5g capable phone to be able to make calls, never had an issue when public had T Mobile as the provider down here.

when you make call , try to include the 1 to the 10 digits number as well as NOT include the 1. Some people got it working withtout the 1 , some not
and are you using VoLTE?

I switched to the T-Mobile network and was able to make calls for a couple of days, now if i call canada there is a big delay and when the call goes through i end up with the wrong person or someone elses voicemail, when people call from canada it goes straight to my voicemail.

you can text and data but not voice call, so it is a VoLTE or 2G issue
But first, you cannot use AT&T. PM is only partnering with T-Mobing at the moment
For voice issue, make sure VoLTE is enabled on the device setting. And if it does not work, try to change the Preferred Network Type or Network Mode to 2G and see if the calls goes through
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working
Since your data is working, also install VoIP app TextNow as a workaround for now. TextNow will give you another 10 digits number and you make calls using the app like a real phone

Were you able to use AT&T for data and text? That roaming agreement unofficially went away over a year ago, and we've only been able to use T-Mobile. If you're saying you were able to use AT&T I'd love confirmation. I'll be going to Washington soon and can check for myself, but I'd appreciate you sharing your experience.
The official answer to your problem is you need to connect to T-Mobile. Also phone calls may not work unless your phone/PM account are VoLTE capable. If your phone drops to 3G to make calls, you won't get service because there is no longer a 3G network in the US. What is your preferred network set to? 3G, 4G, or 5G?
And no, what speed of a plan you have makes no difference.

You will need to connect to T-Mobile network on the Roaming settings.
I personally use TextNow SIM for free texting and calling on the T-Mobile network when I am down in Washington state.
Note that my iPhone 8 is on TextNow LTE network.

@greener1952 Manually selected T mobile and reboot the phone . Washington state can be hit or miss . Try in different areas
