Hi, Have a public mobile phone with US addon (514-XXX XXXX) and wondering if someone with a US provider phone calls me within the US, is it considered a long distance call for the US caller ?

while you may be in US, your friend still must dial a Cdn number to reach you hence he must have a LD calling plan or will pay LD tolls.

If you're travelling in the US and using your Public Mobile number, it will still be long distance for them if they don't have a calling plan. Since this is a Public Mobile forum, we can't say what US providers will do if you choose a US provider.

If the promotion says you can use it in Mexico for data & voice and text. I think it should able to work

The US add-on will only help your. Your friends in US will still need to pay Long Distance to call you
Or you can ask your friend to download VoUP app Textnow and your friend can then call you free using the app

You having USA add-on means YOU can CALL anybody in USA for number of minutes as per add-on.
Somebody calling YOU from USA number - he/she will be calling Canadian number will be considered long-distance but depending on their plan call will be free or not.

If someone from the US calls your Canadian number, of course it's long distance. Even if you're in the US. They'd need a calling plan of their own to call Canada.
