So what finally worked?
Taking the sim card out and putting in to anther phone. Without even restarting the messages starter coming. Then i have put it back, and messages started coming almost right away, without restart, changing any settings or anything.
Before though i did all the suggestions recommended by CS in this, reversed order:
Resetting network settings, that wiped out wifi and Bluetooth settings, but not actually mobile networks and APNs
Setting up new APN and removing old, that actually were grayed out and couldn't be removed
Correcting, changing, adding new APNs and switching between them
Turning off the phone, removing SIM, waiting 2 min, putting back and restarting, after CS have reseted some settings on their end x2
Turning off wifi and putting into airplane mode
So all those steps seemed like a wild goose chase. And putting sim card to different phone and back did the trick. Maybe the old phone got scared that it will be replaced lol

rebooted the phone and toggled airplane mode. still nothing

did you just join PM and requested porting in phone number from another provider? do you get incoming calls?
if you are getting incoming calls and just not text, are you using Android or iPhone?
if you are using Android, clear Message app cache , or download Google Message and set it as the default message app
Also, try reboot your phone and test again
