I want to phone my cell phone from a different phone, and set my cell phone to forward to this second phone. Can I call forward like this without having the cell phone with me?

You can't remotely change the call forwarding options, but you can login to your voicemail remotely, and regularly check for new messages from elsewhere.
You can also customize the announcement from there to potentially suggest calling an alternate number. If you record it as an extended absence greeting, you can optionally disable the ability to leave any messages.
To do this from another phone, call your own number and press * when the announcement comes on to login, or you can call any one of the local access numbers across Canada I have in a list here:
For the local numbers, press 1 for English, enter your 10 digit number followed by #, then press * when your announcement plays, then enter your pin followed by #.

@cdg Can only be done from your cell phone. But once done, will work as long as your account is active.

@cdg In order to be able to setup a forwarder your Public Mobile device doesn't have to be with you but it must be connected to PM's network otherwise it will not work.
