I have added $15 yesterday and had $25 in rewards but I cant make a call. its says you have used all your minutes

Did not work. it still says your call can not be completed since you have used all your minutes

this is a common glitch
first, reboot your phone. Then try to make call with a 1 in front of the 10 digits. If that 1 does not work,call without the 1 again
some also have success if you change the network mode to 3G. Try that as well
