I added top up to my account but still can't make calls

I have added $15 yesterday and had $25 in rewards but I cant make a call. its says you have used all your minutes

Can't see the the resume button. yes I did reboot but nothing. I have $40 in the account $15 plan which i added a couple of days ago

Did not work. it still says your call can not be completed since you have used all your minutes
