Just switched two iPhones over from Fido to Public Mobile and after changing the SIM Cards neither are working to activate iMessage after over 12 hours.
We've tried Resetting Network Settings, Reset Settings, Turned iMessage off and back on, signed out of iMessage and back in, signed out of iCloud and back in, Popped out the SIM and put it back in ten times on each but they just both still show spinning and 'verifying', both Ports were complete as the old SIMs both have No Service now.
I've had this issue in the past, but one of the troubleshooting methods I mentioned above has always worked to resolve it, in this case.. nothing has and we are still at stage 1.
Any recommendations?

Yup.. It seems like a common issue, unfortunately. And there's no way to get ahold of a human in a timely fashion either.

Still can't get iMessage to Activate on these two devices. It's becoming such a headache.
Apple claims to be sending a code via SMS for Activation and it asks for this code in settings, but the codes aren't coming through even after the Ports completed.
Regular Text messages aren't coming through to these lines either, I've tried texting the numbers of which were ported in, and they do not get them.

You're lucky, it's not working for me. Same with VoLTE and texting, so I have no idea what the problem is.

Yes, one is an iPhone 6 Plus, the other iPhone 12. Both on the newest supported software.

did you try remove phone number from iMessage , reboot , and then add the phone number back on iMessage?

My understanding and what I had to do was to turn off iMessage and turn off FaceTime, reboot the phone and turn them back on again. That's how it worked for me.
