In order to open an account I have to first ask PUBLIC to port the number from Rogers? If so I want to do it at the end of the Rogers billing cycle for my account, right?

No. 

You can go two ways. 

1. Buy a PM SIM and activate with a PM number. Then port later but make sure your Rogers Account is paid up. 

2. Buy a PM SIM and port number in the activation process.

Either  way make sure your Rogers Account is paid up and once port is requested,,,,leave your Rogers SIM in your phone. You will receive a text from Rogers asking you to confirm that the port is ok to do. 

Make sure you get a referral code and check for any promos.

if your Rogers is postpaid account, then usually Rogers will only charge on those days you have service with them, so timing to porting might not be relevant. 

But if it prepaid service, then YES, wait close to end of billing cycle to avoid losing money (assuming they don't refund unused days)

if you decide to wait towards end of the billing cycle, make sure you give couple days just in case porting take longer
