@arkadysht - try manually select the 3G / WCDMA ONLY network in your Mobile Connections area in your settings (temporarily) for dropping or unable to make incoming/outgoing calls.
3G or WCDMA 2 (1900 MHz ) and 5 (850 MHz) bands makes the phone compatible, which is needed for phone calls.

EDIT: perform a reset of your network settings, and see if things improve.

Can you send/receive SMS? Internet working? Similar ever happened at THAT particular location you are at now?

Check your phone signal to see if it is at 3 bars and also see if Public Mobile is shown on cellular network selection.
Connect to PM if signal is strong.

This message can occur because of coverage issues, or if your phone has problem connecting to (reading) the SIM card.
You may try removing and gently re-inserting the SIM card into your phone, and then restarting it.

@arkadysht : Can you set your phone to automatically scan for networks. Then scan for networks and find and choose Public Mobile. Then flip in/out of airplane mode and see what happens.
