Up until May 1 we could make local calls and texts okay. since May 1 we cannot make, using the same numbers, any outgoing calls. The voice recording says, for local calls, "you need an active long distance add-on" The account has $75 on credit. We have submitted a ticket with no response to date. What gives?

Are you on the $15 100 outgoing minutes plan? You are probably out of minutes. Log into your account to check. If you don't see the line 100 canada wide outgoing minutes.......0/100min then you are out of minutes.
Go to the plans and add ons page and scroll down to the add ons section. Choose the $5/500min canada wide calling add on. ( Tick 1) Scroll down to the bottom of your page and confirm your selection and submit your payment. The add on will appear at the bottom of your overview page. Log out and reboot your phone.

Can you try your SIM on some other phone?
No ticket response since May 1st???? Hard to believe as MODs usually reply within hours.

@bhinson : Are you on the $15 plan? Perhaps you're out of minutes. Just adding money doesn't do anything. This is not a pay as you go place. If you are on the $15 plan then I recommend using some of that $75 and buy the $5 Canada-wide calling add-on.
@Anonymous : Your clause #1 is only useful for international calls/texts. (thank you by the way)

# 1. To get the obvious out of the way...you used 011 or +1 in front of the country code? Sometimes there are some extra leading zero's in country codes and "foreign" area codes. Maybe try not using leading zeros.
# 2 do one thing take your SIM card out and waiting for a minute and put it back and do rebooting your phone is will working,
what is mean for Rebooting the phone means to turn off your phone and turn it back on again.
and if is not working you have to RE-Submit a ticket to a moderator.

Try putting a 1 in front of the number.
