This NEVER happened before on this plan and it was written all incoming calls were free!

did you setup forwarding to another phone number when that incoming calls come? Was the incoming calls and got forwarded ? Forwarded calls would count as outgoing minutes

@Public2023 - can you show us you were charged for incoming calls? Because, in-market plans ARE free incoming.
Are you seeing a number in your list ending in 4001 or anything from this voicemail access list:
If so, these is your voicemail access number.
When people call you and leave a message, it will show on your usage, but WILL NOT be deducted from your Outgoing 100 minutes. OR will it charge you for any incoming minutes.
When calling your own voicemail from your public device, though, this does charge you on your 100 outgoing minutes. To avoid this, call your number from another cell, landline or voip number and this way checking your voicemail or being in your voicemail box does not count towards outgoing minutes.

Are you looking at your usage history? It will show you your incoming and outgoing calling minutes but they are not being charged to your account as usage? It's simply showing you all of your usage.
Also your outgoing minutes are rounded up to the nearest minute so it's per minute billing rather than per second billing for your outgoing minute usage.

There are no in-market plans in which incoming calls are not included as part of the plan cost.
Can you provide details why you believe incoming calls are either being charged to you or being deducted from any limited minutes you may have [if on the $15 plan]?

Sounds like you are on the $15 plan and incoming calls are free unless a incoming voicemail and you dialed to answer it.
Refresh your account page and view to confirm you were charged.
Contact a CS_Agent to reverse the charges for incoming charges.
