sim card won't expire. But is that a Public Mobile sim card that was never been used, never activated? and it has 19 digits?
you can ask PM support agent to confirm if it was used before or why the system didn't take it

Did you use that SIM card before? Used SIM cards can't be used again.
If trying to activate via the website, might want to clear cache, incognito mode or try a different web browser. Or try using the PM app.

As silly as this sounds, are you sure the SIM card is placed correctly in the SIM card tray? Some folks place it upside down. Also, just to confirm, did you log into your account and change the SIM card number to the new one?
