Will the USA roaming data plan work with 3G in Buffalo NY. I WENT TO Maine a couple of years ago and it did not work

yes, Talk roaming allows you to call back Canada as well as call within Canada
Again, when you are in US, try T-Mobile and AT&T first for their VoLTE , if fails, then try T-Mobile's 2G

My wife is looking for data and talk. I’m not sure if it didn’t work for me because of the location. Maine can have poor reception in many areas.

Note that if by "3G" you mean you're on "$25/1GB@3G speeds" on PM, you're not actually on a 3G network, that's just marketing to say the speeds are throttled. Depending on your handset, you presumably have 4G connectivity.
You only asked about data, and I don't think that's typically an issue roaming with PM in the US, except to force 4G/LTE and maybe TMobile? (Someone correct me if I'm wrong). It's specifically voice, where if your phone doesn't both have VoLTE capability AND be accepted by PM, it won't work on a 4G network in the US. Are you only looking for data while in the US, or talk as well?

hi @dshartill there is no more 3G in US.
you have trouble with data or voice? Roaming should be easier now asy you can now use both T-Mobile or AT&T and you can use VoLTE for voice now

You will have to switch to 2G or to have VoLTE enabled as USA decommissioned 3G.

Calling will not work with 3G as the US decommissioned the 3G network.
SMS and data will work.
Just make sure to manually connect to the T-Mobile network and switch Roaming on in your device settings.
If your device is VoLTE enabled, you can get calling to work. If your device can also switch down to 2G, you can also get calling.
