Hi: I will have a trip to Greece. I would like to know if I could receive and send Text message from Greece to people in Canada. If so, how you will charge for it?

You can only send text internationally while you are in Canada and not abroad outside of Canada. 
You will need to purchase a local SIM for calling and texting in that country but you can use WhatsApp or TextNow app when connected to wifi.

PM does not provide service outside of Can/USA.

You could use free texting app if you have to stay in contact with somebody. WiFi required.

Public mobile does not offer international country roaming (except for the USA).  Your Public mobile service will not work outside Canada (and USA).

nope. You won't be able to send or recieve message or calls with your PM service while in Greece.

consider downloading free TextNow app to be able to call and text for free while using your local wifi or separately purchased data whilst in Greece.
