Well, that is a mixed bag; some customers Can and some CanNot downgrade.
That inconsistency is not really good as we all should be equal...

You can only get plans more expensive then what you currently have.
You will not be able to downgrade. Unless you open completely new account and close your current one.

but eveyone sees the plan as PM is using targeted marketing now
But login My account and check Change Subscription page. If it is there, then click Change on Renewal to schedule a change

@laughingart74 you can’t if your current plan cost more than $29 . Public mobile made it harder to downgrade plans . But you should see the $35-$45-$55 MEX plan available. If you don’t see the $35 one you can do immediate plan change to the $30 CAN/US plan then you should see the $35 MEX plan to change to using the change on next renewal option
adding but the $30 CAN/US plan only $1 more then $29 plan and gives you 20GB of data instead of 10GB
