I recently obtained an iPhone 6s.
Under settings>General>carrier is ‘PublicMobile 49.0’
& under Carrier Lock is ‘SIM locked’
The phone has no restrictions under an IMEI CHECK.
The phone works normally with PM SIM card installed.
I would like to have phone unlocked for international travel.
Please advise action steps.

Where from did you get your phone?
Did phone ever worked as a mobile phone and who was previous provider?
You can always ask agent to help you out making PM SIM working with PM.

if you want to be certain the phone is unlocked, try to get another SIM from a friend. Any SIM will do except PM/Telus/Koodo. Once inserted with another SIM, if it does not come up with an error asking for a Network unlock PIN, then it is good, the phone is unlocked.
In case you did get the message for unlock code, then you can open a ticket with PM.
no such thing as network unlock PIN or unlock code for iPhone 6s

It will say PM because you have or had a PM SIM in the iPhone.
When you are travelling and purchased a local SIM. Make sure under Settings>Cellular >Network Selection>enable Automatic.
Also to power off the phone when you swap the SIM card.

Did you try a sim from somehwere else? If the phone's locked, you can contact Pubilc Mobile's cusotmer support agents by using the chatbot. They can unlock phones that are locked to Telus.
