Hi everyone I’m having trouble calling to China. I put in 011 86 before the actual phone number, but it keeps routing my call to a random person because I’m trying to call family member and it’s definitely not them picking up. My call either gets routed to some random person or I get the 5b1 error. does anyone have any solution solutions for this?

Hi all, just wanted to give everyone an update. After public reset the settings on their end for my line, my call was at least able to make it to China but I kept getting a message in Chinese along the lines of "line busy, please call later." We realized pretty soon afterwards that there might've also been an issue with the chinese carrier as well.
If you are trying to call relatives or friends who are using China Mobile, it seems that they are blocking/rerouting all international calls due to how widespread telefraud is. After my relatives got the restriction lifted, I was able to call them successfully.

Have a close look at the countries included in the international minutes. If you find that China isn't included, Public Mobile has a 1000 minute calling add-on to China for $15....or if you have 10 Points available you can redeem them for 100o minutes to call China.

I do have the international minutes as part of my plan. I am able to make calls for work within Canada as well as call friends in the US. I’ve opened a ticket with customer support and I’ll update if there’s anything that could be helpful for others that I have this issue in the future.

I assume that you have China long distance add on your phone plan. Any issues with talk in general? What about dialing Canadian number?
Otherwise, as recommended, might need to contact customer service agent.

if you tried a different number and the same, report this to PM support agent and ask them to investigate and refresh your account

this sounds like an issue on the carrier on the China side
did you try calling another number in China?

Have you tried a different number in China? Maybe there is an issue with that specific number.
Maybe try a reboot of your phone. Try again.
