I was setting up a government app that has lots of my private info on and did not have adequate security on my phone. It asked me to set up a password and now am locked out of my phone. Normally swipe to get in but asking for that password and keeps saying Incorrect password. I know I am entering the correct password that I just set up. Help! Can not access phone.

No, not an issue with caps. I think someone else is correct that Public Mobile can not help me with this problem.

My interpretation is that the installed app required more device security and perhaps didn't continue because of it. And then the user set up the required security. I suspect the password for that security was mis-typed in that process.

Few companies developed programs to break phone password in case it is lost. All legal!
One of them is drfone.wondershare.com.
Whatever you do, be careful not to erase your phone or all apps, data will be gone forever. If you do regular backups nothing to worry about, but if not...
Most important is not to panic! Do thorough internet search, read and decide what will be the best approach to gain access to your phone.
It is strange some 'gov. app' asked to you set password and now screwed up your phone. Foreign gov.?

Worst case scenario will be to get to the point to erase everything from your phone and put it in 'factory new' stage - like you just got the phone. I know on blackberry after 10 incorrect passwords phone erase 'itself'...
How come 'government app' can lock your phone???
Anyway, search internet, maybe there is painless solution for your problem.

some phone can remotely unlock... but it certainly requiring you enabled the feature ahead of time.
For example, Samsung has Find my device service. I think Apple might have similar service.

if it is local phone password, only you can unlock it and no one else
are you using just pin (numbers) or actual words? any chance it was cap locked when you set up?

Are you locked out of your phone? Public Mobile cannot help you with the password to your phone.

@jowilliams Not sure if it will help, but maybe try rebooting the phone?
