Max frustration - fathers dimensia phone locked

Hi guys, 

My mom is trying to cancel dads plan now that he's gone in for long term care and can't login or reset the account password....
I've no idea why our diligently recorded password for his account has been changed. 
Anyhow, his phone is locked from him trying to enter his pin too many times so I need a 2fa reset on his account. I'm not sure why but even his community user/pass is not working so I'm posting this under my personal account. 

For some reason dads account password is no longer working and we can't reset as we can't get the sms on his cell since it's locked. Can't get email auth either as it also is 2fa to his cell to sign in, what a sms locked loop!

Oh, can't get into his apple icloud account either to unlock the phone as that's needing 2fa text to his cell which is pin locked. ugh....

recommendations?

PM support usually want to talk to the account owner.  So, "help your data" to create a new Community account and message as your dad.  Send them support agent message using this link:
