An interesting problem.
A friend of mine that I referred created a public mobile account about 10 days ago and installed his new sim and used my referral code.
Next day, his old provider gave him a deal and new phone that he could not refuse.
He cancelled his public mobile account.
Now he does not receive my texts.
I can phone him and receive his texts.
Other public mobile users can text him. But not me.
I have deleted/added him to my contacts, cleared text log, rebooted phone, removed sim and rebooted. But, he does not receive my texts.
On his end, he has a new Apple phone (Verizon sim), has removed me, added me, checked that I am not blocked, and he receives texts from everyone else.
Almost looks like I am the only one blocked by the public mobile network?
This should probably go to tech support.

I have cleared message cache, and stop/started app.
Have not reset apn settings.

But I think you are on the right track, and I think PM may have to do something on their server end.

Your phone may still remembered that your friend's number is still located at PM network. But it does not make any sense.
Restart your phone just for fun.

I think I better check the carrier. He is here in Canada in my town. I think I put in the incorrect carrier. Have emailed him for the correct one. Sorry about that.
It is not a US carrier issue, as he has a Canadian carrier.

I am curious though. Public mobile is Canada and Verizon is USA. So where does your friend reside? You can't port a USA number to public mobile so....I'm confused now

So if the issue existed on two of their phones. Maybe he should contact Verizon and ask?

Ask him to restart his iPhone since he switched provider from PM to his previous provider.

Well it's not Public Mobile blocking it because he cancelled considering you receive his texts and you're on Public Mobile.

It sounds like there is something in his settings blocking your number like do not disturb. Do you have a number with a new exchange or perhaps Verizon doesn't recognize your number for some reason.

I am using an Android and I receive his messages just fine. I have not problems will all my other contacts.
Before he had the Public Mobile account, he received my messages as well.
It was after he created and subsequently cancelled his public mobile account, he would no longer receive my texts, and I would still receive his.
He is able to send/receive to all his other contacts who have both Iphones and Android phones.

Are you using Android phone?
If yes, your friend need to configure his iMessage to send SMS/MMS to you instead of using iMessage protocol.
Under iPhone Messages settings:
iMessage = enabled
SMS/MMS
MMS Messaging = enabled
Group Messaging = enabled
All other Messages settings are disabled
How do you know what message type you are sending or receiving on iPhone?
Messages with green bubbles are normal SMS/MMS text messages.
Message with blue bubbles are sent via the iMessage

Yes, his settings are correct as he is receiving texts from other Public Mobile accounts and everyone else in his contacts.

Your friend got a new iPhone. Are you sure his settings are correct? Maybe he has it setup simply for iMessage. He would have to go into his settings and turn on sms.
On that note has he contacted his USA carrier about this or only you in here?
