is this a problem with logging in app or My Account? if you can login , you don't need to use the PIN to pay the bill
if you cannot login, and if it autopay already failed, you might not be able to use the PIN to make payment. Maybe you can get a voucher to reactivate account, you can buy it from drug stores or gas station or some voucher online site too
