My current plan on Canada is 3G only, but will be traveling in the US soon. Knowing that in the USA, the 3G network is generally decommissioned. Will a simple US add-on work still? Or do I need to update my plan on Canada for a 4G one before getting the US add-on?

Please be aware that the above isn't correct. Public Mobile plans are not assigned to any one paticular type of network. Changing the plan does not enable access to different networks. All Pubic Mobile plans have access to the exact same networks.

Yes it does!
Only difference is download/upload speed.
BUT:
PM will have T-mobile 2G network for US talk. Try to manually connect to T-mobile.
Roaming is for Data only. Voice and SMS text will still work.
Data will work on LTE, but will switch over to 2G to make a call.
However, the quality of service will vary depending on the different coverage areas when roaming in the USA.

You don't need to change the plan. The plan you have is actually 3G speed not 3G network. You actually use 4G LTE (several assumptions being made).
Talk is the problem. Set your phone to automatic networks to connect to T-Mobile. That should give you text and data (if you buy data). Talk needs the phone to be able drop down to 2G or that you can manually change to 2G.
Adding - and turn on data roaming if you buy data

@hk2225 yes, your 3G plan is in fact a 3G Speed plan only. You can use the 4G/LTE network in Canada and US roaming
FYI, with your 3G speed plan, you can access the 4G network with a reduced data speed at 3Mbps while those in 4G speed plan can access LTE network with speed as much as 100Mbps
