I have a new iPhone XR and the $40 per 30 days plan with no add ons. I’ve been with PM for a month and a half and never had issues until now. For some reason my pictures will not send to non-iPhone phones (so I’m assuming wifi helps send to iMessage phones). It’s very frustrating as a significant number of my contacts (including my fiancé) do not have iPhones. How do I fix this? It’s driving me crazy.

@gblackma Thank you! For some reason my cellular data was shut off. Problem is now fixed.

If above suggestions don't work, you can try the following:
Reboot phone,
Toggle airplane mode on, then off.
Toggle iMessages off, wait a few minutes, then on.
Or Turn off iMessage and see whether MMS text work to non iPhone users.
