I'm using a US-Canada plan, my phone number is from Canada. When I'm in US, I can call Canadian numbers, but I can't send text message to my Canadian contact. Iphone users might be working, I assume the message is sent through iMessage. Messages to Android users always failed.

@RaynaWang Try with phone set to 4G/LTE not 5G and test T mobile AT&T and Verizon see if that helps at all

Yes, I can confirm calling out/in is working fine. Data roaming is turned on. I was with AT&T and changing to T-Mobile looks the same. I've reboot my phone several times.

@RaynaWang, have you been able to confirm calling out/in is working fine? Also confirm that you have your Data roaming turned on and that you are connecting to either T-Mobile, AT&T or Verizon
Something else worth trying is rebooting your phone.
