So, my iPhone 8 finally seems to have died. I looked around for a good deal to purchase a new iPhone outright, but I was able to get a much better deal on phone if I signed up with TELUS. My question is what my best path forward with the idea I would be returning to Public once the phone is paid for in 2 years? Are all my referrals gone once I port my number over to TELUS or can I suspend my account and just reactive in 2 years. I'm assuming that I can't transfer my referrals to my wife's account that is staying on public.

You could port your wife number to telus to get the deal and just swap sim card to keep your referrals as long as she doesn't have any to lose.

@SeniorHelm - Yes, your referrals, points, and plan are removed and permanently deleted when moving from Public to another Carrier (TELUS). Referrals are also non transferrable.
With the TELUS deal, is it Bring it Back (Renting a new phone then returning it after 2 years or Easy Payments in which you keep it after 2 years)
Suspensions are up to 90 days and if you move your number over to TELUS, the account is closed.
A good path is to move back to Public after 2 yrs. I did that with leaving Public in 2021 to Virgin Plus from 2021 Black Friday to 2023 Black Friday before moving back to Public.

You cannot suspend account without paying and for 2 years it will significantly add up.
No, 'referrals' are PM feature and you cannot do anything with them with other providers.
You can go to Telus now, get new phone, see how their service and cost is and then come back after 2 years. Most likely PM would offer some great deals for new customers so you might benefit from your departure from PM.

@SeniorHelm unfortunately when you leave PM you will lose all of your referrals which also cannot be transferred over to another account so you will need to start from scratch. The longest you can suspend an account before it automatically is closed is 90 days, well short of your 2 years which means you would need to make a payment before the 90 days to keep it active
