How to Call Dubai from Canada?

I have purchased 300 international minutes from Public Mobile.

I want to call Dubai, UAE.

I call: 011-971-xx-xxx-xxxx

Yet I get an error message from Public Mobile to check the phone number.

I even tried +-971-xx-xxx-xxxx and got the same error message.

So how do I call Dubai (UAE) from Canada using my Public Mobile cellphone?

What am I doing wrong?

go to any store and check out they have a card call you can buy it...

like those  Calling Cards: call United Arab Emirates

Land Phone Number 011 - 971 - 9 Digit Mobile Number.
