I've added the data add-on and it shows on my account that it has been purchased but it's not letting me use the data. It says I've used 100% of my data.

maybe it is just a glitch in the system there is affecting your account,
tried turn off device and take out SIM card and reinsert back turn on.
call *611 and press 3 and you need your 4 digit PIN,, to check data usage.

HI @kblanchette try to reboot your phone once
Also, try to see if you have Data limit enabled on your phone , it might be your device blocking the use of data because of the limit
