It's a little more complicated than just calling a number but it's still not clear what you wish to do.
Are you a current customer and need to make the login account? Or are you a new customer and you wish to start a new account?
The first question depends on when you signed up. Before last July and in a store would now require support. If after last July then you will have made the account.
The second question you can do yourself without any support.

Is the SIM activated?
If it is then you create an account so just enter the email and password you created while activating your SIM.

You would have created one already if you activated yourself online. But if you activates in store before, yes, you might not have an My Account. Either way, open ticket with support and they will sort it out for you

It is easy, your account is created when you activate your SIM…name, address, email, create a password, create a security PIN, pick a new number or porting your number, CC information, referral code if you have one…that is it.
Extra steps if you are porting your number over.

It was easy for me. I activated online and created new account at same time. Before create new account, make sure have these information by hand: email address, password for email, sim card number, credit card, pin number and refer code if have.
Use laptop or computer and use private mode browser and don't open new tab or new window when create new account online.

Did you sign up in a store before last summer and now want to make the login account? Or are you starting out new?
Buy a sim, have a credit card or visa debit card, use a non-mobile browser, click on the activate button up top and follow along.
