So never started the service trying to figure it out never worked but payments are cutting off. Want to cancel the service and refund.

did you just subscribe?  PM is a prepaid provider and usually do not provide refund.  They will only issue refund if the account wasn't setup completely

Try working with support agent and see how much they can help

submit a ticket with CS Agent using Chatbot here:

             Type the question "Submit ticket", Then click the following in order: "Contact Us" ,  "Other",  "Log In".  
             (If unable to receive 2FA SMS, click "Didn't Receive Code" or "Resend Code" and Select "Send Email")
