I need to cancel my subscription or go back to a 3g plan. I am not sure what I can do as my phone will not connect over VoLTE.
If the route is to cancel, my current number is ###.###.#### and I need all fees prorated and refunded.

what phone are you using?
PM is prepaid carrier and do not provide refund. So, if you plan to leave, better to wait till closer to end of the cycle. Give yourself at least 3 days for porting
But if you have an old phone, you could got stuck with the same 3G-VoLTE problem. if you have an older phone, better to upgrade and stay with Public Mobile

It is a Moto E14, checked the iemi and did not come up. I get it, the phone is incompatible with VoLTE calls even though it connects to the LTE data network, rather frustrating.

it has nothing to do with the plan, but the phone itself is the problem. With 3G going to be decommissioned, there is a chance you will have the same issue with your current phone.
What phone do you have? Which province you are in?
First, use the IMEI checker on this page to see if your phone is compatible with PM's VoLTE network: https://www.publicmobile.ca/en/on/get-help/articles/volte
If it is not compatible with PM's VoLTE, then your phone had been using 3G for voice and is now affected by the 3G Network Shutdown that has just started in Manitoba:

If you’re using a 3G-only device, your phone will stop working after these dates:
Manitoba (Rural): January 12, 2026
Manitoba (Urban : Winnipeg & Brandon): Starting March 31, 2026
National: Starting March 1, 2027
If the lack of VoLTE support is what affecting your voice calls, there is really nothing much you can do other than getting a phone that is compatible with PM's VoLTE network. Hare are couple choices of phones that will work:

Sadly, you can't. You need to upgrade your phone to a 4G LTE phone. Nobody in Canada really has a choice now. 3G is on it's way out the door for good. Just like in the USA.
To confirm if your phone will work with Public Mobile, please see this link. At the bottom of the page, you can insert your IMEI number and the system will advise you if it will work with Public Mobile.
