@DL4 ... add to @computergeek541 comment, your number can only be ported over to Rogers Bell, Shaws, Distributel, ExaTel, TBayTel or their sub-brands

For the technical reason why your number can't be ported to Public Mobile, that's because Telus Mobility doesn't have its own phone numbers for your city of Fort Frances. Telus owns both Koodo and Public, so it is okay it says Koodo.
If the number is portable, try the activation again through a tab in incognito mode (if you haven't entered any payment info yet).
