Can't access my phone, need PIN

My phone is asking for a PIN to activate when I turn it on. What is the PIN?

@DezD1980  you have to call the old provider you got the phone from. Bell, Rogers whoever.

Only Samsung phones can be unlocked on Samsung Canada website all other phones you have to contact old provider.

Yes, you can call or live chat roger's agent to get unlock code.  Free service.

Your phone is locked to your old provider

Contact them for the unlock code. If it's a Samsung phone you can open a live chat with them at Samsung Canada website.

What exactly is the full message? As this will determine what answer you need 

Does it say sim Network unlock pin by chance?

If yes your phone is locked to old provider and you have to contact them for the unlock code.
