A quick check in my TextNow app shows Iran calling rates starting at 31 cents per minute. This requires internet for you as it is a VoIP app, but the recipient will receive it as a standard phone call, not using Internet.

Goldline calling card I see rates of 30 to 35 cents per minute to call Iran. You can sign up online and fund the account vs having to go into a store. Then you use it by calling a local number first in Canada, and then once connected dial the Iran number.

I believe the app BabelPhone Call Translator AI (iOS only) can still make phone calls to Iran from any country 
The app is for call translation but it still can make calls to Fix and mobile numbers.

As already said....   options, use Skype, Zoom, Google Meet, FaceTime if you have Apple, Facebook Messenger or Microsoft Teams.  Both you and the person in Iran must use these as well.

@Maryamcragg from the terms and conditions on Public Mobile's website, it doesn't look like Iran is included on the list:

Countries included in international long distance include: Australia, Austria, Bangladesh, Brazil, Chile, Colombia, Czech Republic, Denmark, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Japan, South Korea, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Singapore, Spain, Sweden, Thailand, Venezuela. Calls must originate from Canada. Any unused minutes will roll over to your next cycle.

nope...Public Mobile doesn't offer an add-on for Iran. Check at 7-11 for calling card instead.
