The last two times I have gone to the states I have bought a text/voice calling package and both times I could send and receive text messages but couldn't do either for calls. So my question is very specific: To those who have had the same problem - did data work for you? I was thinking I could use a voice app for calling in the states if it did.

Yes you could use a service like TextNow to make calls over WiFi. You won't have cellular data if you're only buying the text/calling add-on though. Might be worth looking into upgrading your phone if you make frequent trips to hr US.

@Jethro_82 Without a VoLTE phone you should still be able to use text and data. But data won't work on the text/voice add-on of course, in which case you'd need to go up to the talk/text/3GB roaming data plan. You might want to consider switching to a Canada-US-Mexico plan instead which would give you a lot more data and not need an add on. Although in some areas T-Mobile's 2G might still work with just the talk/text add on, their 2G was supposedly being shut down this past September.

@Jethro_82 If your phones not on the PM voLTE white list making calls will be difficult and you have to rely on phone set to 2G/3G for voice or use text now app or what’s app for voice calls

next time try connect to T-Mobile and change network mode to 2G
or if you have data , use VOIP app TextNow instead

Which phone are you using? Is it one of the VoLTE compatible PM listed phones. If not, then you will have voice calling issues. 3G network decommissioned in the USA. You could try to connect to T mobile 2G network for voice calling, but network is hit and miss. Here is some additional information.
