Was this one transaction or two? If you are signed up for autopay the transaction would be $13+tax.
Do you have any other rewards? More than one account ? Do you have a positive balance in your account?

This could be for a number of reasons:
Best to screenshot transaction history via View Payment History on self-serve for past 90 days and post so we can examine.
Also kindly post Plan Details.

Something is not correct. $15 + sale tax will not amount to $22 even you are from the province with the highest sales tax.
You can post a screenshot of your payment history from your self-serve account with your personal info masked out. We will review it and let you know what went wrong.

Log into self service and see if there is a balance in Available Funds.

Are you in AB? Are you sure you don't have the $25 plan? Did you just recently sign up? Can you post the exact dollars and cents on the payment card?
Edit: Or what province your phone number belongs to.

Can you log into self serve account and check your billing breakdown?
