Im transferring my line to another provider and the other providers asks for a pin if you do not know or your response is to leave it blank do not comment. Please only comment if you know how to get one

there is no such thing as a "port out pin"
there is porting authorization text, and you need to reply Yes to approve the port. Nothing special you need to do. PM does not block any account from requesting to port. So, you request porting out, PM sends you the text and you reply Yes
there is a carrier unlock code, but only need if the phone is locked, which PM does not lock any phone

If you are porting out of PM. There are no PIN that would be required. The PIN only used when you accessing your account by calling PM automated system.

the only pin I can think of is your Public Mobile pin number that you selected during plan activation. Log in to your account > Profile...you can find it there. Your PM account needs to be active in order to port away.
