I have 2 accounts with Public... 2 phone numbers.
my daughter's account ($15/month) and my son's account (35$)
Can I close my daughter's account but keep her number and then put it in my son's account?
I rather keep my son's plan but not his phone number

You may be able to get a plan for as low as 10/month or close to it elsewhere if you want to port out the number and then port back, so you'll save a little expense anyways

Even SIM could be free!!!.. this promotion is for both online and instore activation. Many stores will give out the SIM for free if you activate there.

If number not important new promo is active few days ago for cheaper plan. Cost: new SIM, close both accounts.

Yes, that is one of solutions. It all depends is is worth to you paying extra money and time wise.
Open account at Any mobile company. Pick no contract, pre-paid (or similar) Cheapest plan. You will have to buy new SIM (they might give it for free) and pay for first month.
Then port your daughter's number to that new plan. D's account will be immediately closed at PM.
After D's number gets transferred to new provider initiate port in - transfer of D's number to your son's account.
After D's number is transferred to S's account her 'new' account will be closed.
D's number -> new provider -> S's account.
A lot of things could happen during double number port. Number can get 'lost', port incomplete, contact customer service, etc. etc.

You buy a sim from a different company then activate it then transfer/port your daughters' number to it. You pay for the sim and the plan. Don't get a contract, just month to month. This closes your daughters' account here.
Then use up the month you paid for and then transfer/port that number over to your sons plan. This kills your sons old number and also closes the other temporary account. Now your sons account has your daughters' number.

Upgrade daughter’s account to $35 plan – keep her number. Schedule plan change on next renewal.
Close son’s account.
Give SIM to whoever needs it.
Update $35 plan with personal info and credit card info of actual account owner. Ask agent to update email address as you cannot do it.
That will be simplest way to keep number and desirable plan.

I do not think you can switch phone numbers between PM accounts.
You can close one account removing autopay and credit card info from that account and after next renewal account will be suspended due to no pay and after 90 days will be closed.
You could upgrade dauther's plan to $35 and close son's account. Then give SIM to whoever wants it.

You can port the number out and then port it in to the other account. It'll cost you the price of a sim and a plan.
