@AprilGr I would like to do a bit more research on this for you, but I might need this info:
1. What mobile carrier your husband is using?
2. What sender number or short code number?
3. is he still receiving the text message today?

- Go to Settings
- Then go to Mobile networks and select a network other than Public Mobile, Telus, or Koodo
- When you exit the menu the phone should lose the network.
- Repeat the process and select Public Mobile as your mobile network.
This procedure will force the update of the message centre number. You can verify it in your message settings.
If it's actually a short code being used by the bank.
Unfortunately, PM does not do a good job supporting short codes. https://productioncommunity.publicmobile.ca/t5/Plans-Add-Ons/What-short-codes-are-supported-by-Publi...
For those not listed you will need to contact the organization for support: https://www.txt.ca/en/current-short-code-programs/
Ultimately though you may need to discuss the problem with your bank and find a workaround.
SMSC has no effect on incoming text messages.

@AprilGr Other customers in the past have also posted about not being able to receive shortcode text messages from overseas banks so it's likely PM doesn't support all international shortcodes.
However, another customer was able to receive the shortcode message from a French bank after being advised to set their network setting to 3G/WCDMA. I have no idea if this will work for you but it's worth a try, otherwise you need to ask customer support if they support shortcodes from this particular bank in Spain.
Here's a link to the thread suggesting 3G option: https://productioncommunity.publicmobile.ca/t5/Get-Support/2FA-SMS-from-Bank-in-France-not-arriving/...

@AprilGr Did you ever get the SMS from your Spanish bank ? You got it with another provider or you ever got it with PM?
Verification text is short code. Overseas short code might not work, but usually is not an problem with your provider but a problem on the sender. Providers does not really block your oversea text but your text actually never reach here. It often problem with the sender as send did not setup their system to send text overseas
If you have got the Spanish text from another provider before, then did you just port your number into PM lately? if that is the case, it could be because you have just activated within a week. It's a routing issue and usually will clear up within a week

Are you saying that SMS from Spanish bank are not delivered to your phone having PM service in place?
Are these short authentication SMS?
Can you receive any other SMS from Spain?
