I forgot the password for my old email account a while ago and for some reason I used that email for my public mobile account. when I try to sign in it says to verify through an email or SMS. I would prefer SMS but there's only the option for email that I can click. I ordered a new sim card but I was wondering if I could still fix this some way.

HI @bugjuicedaddy SMS won't be a choice if your account is currently suspended.
You likely don't need to use your new sim card as long as you have the old one. if you can login and it asks to send the code to your email, then your account is still three, not permanently closed. You can get a new email address first, then open ticket with PM CS agent as advised by @RossN
Once you can login to My Account, just reactive your plan. Click the button Reactive my plan and then make a payment and you should be good.
I do not think you need your new sim card unless you lost your old one
