when that happens from my experience, it means the receiving end is either flooded with calls, or is busy and cannot take a call, for whatever reason.
(ie as would be the case with radio contests when lots of people call simultaneously)

are you a recent new customer and just ported your number to PM ?
Did the phone display correctly before you had a PM account ?
