Hi!
You can go to Public Mobile - My Account then: payment/manage payment method and uncheck the check mark next to Pre-Authorized Payments Enabled. In the pop up window you will select Disable Pre-Authorized payments. Done!

from the list of , choose "Other"
finally click link the blue link about submit a ticket

After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM
If you have problems submitting a ticket, you can open ticket by private message (but this can take longer):

What you CAN do without help is to replace the card with a zero balance visa gift card. Several regulars here might have one around.
