From my new account, I see pre-authorized payment instead of autopay. Just wondering if you offer recurring bill payments on Visa cards when I switch back to visa card for me to get visa card pre- authorized recurring bill payment rewards?

With the introduction of the new system, maybe they changed their merchant flag to look like a recurring payment merchant. Try it and see if you get anything on your credit card.
But up until now (and maybe still), this place has not been set as a recurring merchant.

Pre-authorized is the same as autopay, just more 'modern' wording.
When you register your CC with PM and enable pre-auth. payment, on renewal day your card will be charged based on Plan you have. If you have funds on your account, those funds will be used first, then CC charged.
CC charges will Not be considered recurring payments so you will not get any points/cashback or whatever from your CC company.

And yes, not sure why they change the name
I think you can try to open ticket with PM CS Agent to confirm. Or just wait a month and see if you got those cash back or bonus from your bank
To open ticket:
at : https://publicmobile.ca/chatbot. Follow this to get to ticket open screen quicker:
start by typing : Contact CS Agent
then Click "Contact Us"
then Click "Other"
finally Click "Click here to submit a ticket"
you will then direct to another page to open ticket.
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent
If you have problems submitting a ticket, you can also send a private message to the CS Agent (but this can take longer):
